भारतीय किसान संघ में अनेक प्रकार के कार्यक्रमों की रचना उद्देश्य / ध्येय प्राप्ती की ओर बढने के लिये की जाती है। इसी क्रम में ग्राम स्त्तर पर पुरे वर्ष भर में चार प्रासंगिक कार्यक्रमों की योजना की है। यह चार कार्यक्रम है, किसान दिवस - भगवान बलराम जयन्ति ; [भाद्रपद शु. षष्ठी], गोमाता पूजन ; [गोपाष्टमी], भारतमाता पूजन ; [26 जनवरी] और स्थापना दिवस ;[4 मार्च]। ये चार कार्यक्रम हर ग्राम में हो यह किसान संघ का आग्रह रहता है। और उसके लिये प्रयास भी होता है।

अपना देश कृषि संस्कृति वाला देश है। इसके कारण कृषि, खेती से संबंध रखने वाले अनेक त्योहार, उत्सव साल भर में हमारे देश में होते रहते है। जैसे मकर संक्राति, बिहू, बैलों की पुजा ;पोला, नवधान्य की पुजा, खेतो की पुजा आदी-आदी, ऐसा रहते हुये किसान संघ ने ये चार ही उत्सव क्यों अपनायें ? यह प्रश्न हमारे मन में खड़ा रह सकता है।

यह चार कार्यक्रम अलग-अलग प्रकार के है। हर कार्यक्रम के पिछे अलग धारणा है, संकल्पना है। ये चारो कार्यक्रम अलग-अलग प्रकार के है किन्तु जो किसान संघ का ध्येय है उसकी पुर्ति करने वाले है।

किसान दिवस- भगवान बलराम जयन्ति - ;[भाद्रपद शु. षष्ठी] अपने देश में सभी प्रकार के दिन मनाते है किन्तु किसान दिवस कोई नही मनाता था। और जो भी मनाते थे वे किसी राजनेता के जन्मदिन या स्मरण दिन को इस रूप में मनाते थे।

किसान संघ ने शुरुवात करने से पहले हमारे यहां कृषकों ने देवता के रुप में भी कोई नही थे। किसान संघ के संस्थापक कार्यकर्ताओं ने मिलकर विचार करके कृषि-कृषकों के देवता के रुप में श्री भगवान बलरामजी को उनके जीवन कार्य का अध्ययन करके अपनाया।

हम सब जानते है कि भगवान श्रीकृष्ण के बड़े भैय्या श्री बलरामजी जिन्हों ने ‘हल’ और ‘मुसल’ को अपने शस्त्र के रुप में अपनाया है। वास्तविक रुप मे ये दोनों साधन खेती में काम में आते है। भगवान बलराम जी ने उन दिनों में यमुना जी से नहरें निकालकर ब्रज की प्यासी धरती को पानी पिलाया था। जिसके कारण वह भुमि सुजलाम् सुफलाम् हो गई थी। हल का प्रयोग करके भुमि फसल लेने योग्य बनाई जाती है और जो फसल पैदा होती है तो उसके उपर प्रक्रिया पुराने दिनों में मुसल जैसे साधनों से ही कि जाती थी। इस प्रकार से आज की परिभाषा में कहना है तो हम ‘हल’ को उत्पादन का और ‘मुसल’ को प्रक्रिया का प्रतिक कह सकते है। श्री बलराम जी खेती के प्रति लगाव इतना जादा था की इन दोनों साधनों को उन्होंने सदा के लिये अपने साथ रखा। इतना ही नही, आवश्यकता पड़ने पर इनका शस्त्र जैसा प्रयोग भी किया। हम जब कोई मंगल कार्य करते है तो वहां भगवान की स्थापना करते है, पुजा करते है और हमारा कार्य सफल हो ऐसी कामना करते है। समर्थ रामदास स्वामीजी ने भी लिखा है ‘सामर्थ्य आहे चळवळीं चे, जो जो करिल तयांचे, परंतु तेथे अधिष्ठान पाहिजे भगवंताचे’ अर्थात- जो भी संगठन करेगा, आंदोलन करेगा वह सामर्थ्य शाली होगा किन्तु उसके लिये भगवान का अधिष्ठान चाहिये। इसलिये किसान संघ के कार्य के लिये श्री भगवान बलरामजी को छोड़कर और कौन सी अधिष्ठात्री देवता हो सकती थी ? और स्वाभाविक रुप से उनके जन्म दिवस ; भाद्रपद शुक्ल षष्ठी को किसान दिवस के रूप मे मनाने का तय किया गया। इसके कारण हमारे कार्य को भगवान का अधिष्ठान भी प्राप्त हो गया और जहां भगवान का अधिष्ठान रहता है वह कार्य यश प्राप्त करता ही है। इस दिन गाँव में श्री बलरामजी की प्रतिमा पूजन करके गाँव में सब लोग मिलकर उत्सव मनायें, झाँकीयां निकाल कर नगर भ्रमण हो। सह भोज भी हो सकता है। यह दिन भाद्रपद मास में आता है इस समय फसलों पर भी कोई जानकारी देने का कार्यक्रम हो सकता है।

गौ माता पुजन ;गोपाष्टमी- गोपाष्टमी के दिन देश में सभी जगह पर गोमाता पूजन का कार्यक्रम मनाया जाता है। गोवंश का महत्व हम सब लोग जानते ही है और कृषि के संबंध् में तो गोवंश तो आधार ही है। गोवंश ही सही मायने में कृषि का आधार रहा है, जिसके कारण खाद, किटनाशक एवं काम के लिये बैलों की आपुर्ति होती है। किन्तु बिच के काल में पाश्चात्य विचारों के बहकावे में आकर हम ने इस मौलिक बातों को छोड़ दिया था। उसके दुष्परिणाम जब सामने आने लगे तो फिर से गोवंश को आधर मान जैविक खेती अनेकों किसान करने लगे है। किसान संघ ने गोमाता पूजन कार्यक्रम करने का निर्णय इसलिये लिया की जो भी हमारी मदत करता है उनके प्रति कृतज्ञता प्रगट करना यह हमारी संस्कृति है। पुरे साल भर ही नही अपितु आजीवन पर्यंत भी जो हमारी सहायता करती है, हमारी खेती चलाती है उसके प्रति कृतज्ञता प्रगट करना स्वाभाविक है। यह कृतज्ञता व्यक्त करने के लिये किसान संघ ने इसको मनाने का निर्णय लिया। इस दिन गाय की पुजा करके गाँव की सभी गोवंश को एकत्रा करके शोभा यात्रा निकालते है। इसी अवसर पर अच्छे ‘गोपालक’ को पुरस्कृत करना, पशु चिकित्सा शिबिर का आयोजन करना, अच्छी दूध देने वाली गाय को पुरस्कृत करना आदी-आदी उपक्रम किये जा सकते है। जैविक खेती के बारे में जानकारी देना, गोबर-गोमुत्र से खाद, किटनाशक दवा बनाने के प्रशिक्षण देना, गोवंश के आधर पर जैविक खेती करने वाले किसानों का सम्मान करना इत्यादी उपक्रम हम इस अवसर पर कर सकते है। इस प्रकार से हमें अपनी गाय के प्रति कृतज्ञता प्रकट करने का अवसर मिलता है, इसलिये किसान संघ में गोमाता पूजन का कार्यक्रम किया जाता है।

भारत माता पूजन ; 26 जनवरी- भारत माता के नाम से हम अपने इस पवित्र देश को जानते है। देश याने केवल जमिन का टुकड़ा नही होता है, तो वहां रहने वाला समाज माने देश होता है, और सभी इस भारतमाता के पुत्र कहलाते है, याने पुरा समाज बंधुसमान होता है। ऐसे समाज के कारण ही हमारा जीवनयापन सुचारू रूप से चलता है। समाज मे अनेक प्रकार के काम समाज के व्यक्ति द्वारा चलते रहते है जिसका प्रत्यक्ष-अप्रत्यक्ष लाभ सब समाज को मिलता रहता है। अध्यापक पढ़ाता है तो अच्छे संस्कार मिलते हैं, कारीगर काम करता है तो अनेक प्रकार के साधन मिलते है जिसके कारण जीवन सुखकर होता है। ऐसा विराट समाज पुरूष अपने अनेक हाथों से निरंतर कार्य करता रहता है जिस के कारण हम अपना जीवन अच्छी तरह से चलाते है। किसान संघ में शुरू से ही पारिवारीक भाव रहा है। पुरा गाँव एक परिवार है यह किसान संघ का मानना है। ऐसा जो समाज, गाँव एक दुसरे की मदत करता है उसके प्रति कृतज्ञता प्रकट करना और साथ-साथ अपने स्वंय के समाज के प्रति कर्तव्य का स्मरण करना आवश्यक है और इस के लिये 26 जनवरी, जिस दिन हमने आधुनिक काल में सभी व्यवस्थाओं को प्रजा के याने समाज के अधिन किया, को छोड़कर और अच्छा दिन कौन सा हो सकता है ? इस समाज पुरूष का चिंतन माने भारत माता का चिंतन, स्मरण। उसके प्रति कृतज्ञता प्रकट करते हुये

अपने कर्तव्य का स्मरण करना ही सही में भारत माता पूजन है और इसी भावना के साथ किसान संघ ने इस कार्यक्रम को अपने प्रमुख कार्यक्रमों में रखा है। सभी ग्राम समितियाँ 26 जनवरी के दिन गांव के मुख्य चौक में, मन्दिर में, खुले जगह में भारत माता के प्रतिमा का पूजन गांव के किसी वरिष्ठ जन के द्वारा करवाती है। यथा संभव शोभा यात्रा निकाली जाती है। इस अवसर पर समाज और गांव में अच्छे कार्य करने वाले व्यक्तिओं का सम्मान भी किया जाता है। अच्छा अध्यापन करने वाले अध्यापक, घुस न लेते हुये प्रामाणिकता से कार्य करने वाले सरकारी कर्मचारी इनका सम्मान किया जाता है। प्रतिभा शाली, गुणवान छात्रों का सत्कार, सम्मान करना। गांव, मन्दिर, विद्यालय आदी स्थानों की सामुहिक श्रमदान से सफाई, गाँव में सब के काम आये इसलिये जल संरक्षण, तालाब आदी की सफाई, रक्तदान शिबिर आदी कार्य भी इस अवसर पर किसान संघ द्वारा हाथ में लिये जाते है।

स्थापना दिवस ; 4 मार्च - इस कलयुग में हम सब अभी लोकतंत्र में जी रहे है। भगवान श्रीकृष्ण ने ‘संघ शक्ति कलियुगे’ करके संदेश भी दिया है। हमारे किसानों की जो दशा आज हुई है उसका मुख्य कारण यही है की वह असंगठीत है। असंगठीत होने के कारण अनेक प्रकार के अन्याय, अत्याचारों का वह भुक्त भोगी है। इसी स्थिती को समझ कर 4 मार्च 79 से देशभर के किसान कार्यकर्ताओं ने ‘कोटा’ राजस्थान, में किसान संघ की स्थापना की ओर नित्य-सि( जागृत, प्रशिक्षित किसानों का संगठन खड़ा करने का प्रण किया। जिसके फलस्वरूप संपुर्ण देश में भारतीय किसान संघ किसानों के हितों की रक्षा करने के लिये खड़ा है। यह जो ऐतिहासिक घटना जिस दिन घटी वह दिन स्वाभाविक रुप से किसान संघ में मनाया जाता है। जिसके कारण हर किसान को संगठन का महत्व स्मरण में रहता है। संगठन का स्मरण स्वंय को एवं समाज को कराते रहना आवश्यकता रहता है। जिसके कारण व्यक्ति का आत्मविश्वास जगता है। संगठन में यह विश्वास जगने से ही अनेक कार्य अपने आप हो जाते है और समाज में जो किसान हितों के विरोध में कार्य करनेवालें व्यक्ति संगठन का रुप देखकर घबरा जाते है और अपने अनुचित कामों को छोड़ देते है। इस प्रकार से संगठन का महत्व सब के सामने लाने के लिये यह स्थापना दिवस किसान संघ में मनाया जाता है। इस दिन शक्ति प्रदर्शन के कार्यक्रम जैसे किसानों का एकत्रिकरण, शोभायात्राऐं निकाली जा सकती है। अनेक प्रकार की स्पर्धाओं का आयोजन, जैसे खेल, भजन, अच्छे कृषि उत्पाद का प्रदर्शन कर सकते है। जिन कार्यक्रमों के माध्यम से समाज को किसान संघ के संगठन के शक्ति का आभास हो, अनुभव आये जैसे कार्यक्रमों की योजना, रचना कर सकते है। स्थापना दिवस संगठन के दृष्टि से महत्वपुर्ण है। इस दिन सभी कार्यकर्ता कार्य को बढ़ाने के लिये संकल्पबद्ध होकर पुरे वर्षभर की कार्य योजना बनायें और आर्थिक दृष्टि से भी कार्य और संगठन स्वावलंबी हो इसका संकल्प इस अवसर पर करके पुरा करें, ताकि संगठन मजबुती के साथ आगे बढ़े। ये चारों कार्यक्रम सभी गांवों में एक ही दिन में हो किन्तु ये कार्यक्रम एक सप्ताह तक मनायें जा सकते है। किसान दिवस ;भगवान बलराम जयंति - हमारे कार्य को भगवान का अधिष्ठान प्राप्त हो, गोमाता पूजन- कृतज्ञता व्यक्त करने के लिए, भारत माता पूजन- वृफतज्ञता के साथ-साथ समाज के प्रति अपने उत्तरदायित्व का बोध कराने के लिए और स्थापना दिवस- संगठन का महत्व, अपने में आत्म विश्वास जगाने एवं समाज को शक्ति दिखाने के लिए साथ-साथ संगठन की ताकद बढ़ाने के लिए, इन चार विशेष कार्यक्रमों की योजना किसान संघ में होती है।

अखिल भारतीय प्रबंध समिति की परभणी बैठक में पारित प्रस्ताव

भारत सरकार लोकतंत्र विरोधी प्रस्तावित बायोटेक्नोलाजी रेगुलेटरी अथारिटी बिल (BRAI) वापस ले तथा इसके स्थान पर बायोटेक्नोलाजी सेफ्टी अथारिटी बिल लाये-

भारत सरकार जेनेटिक इंजिनिरिंग अप्रुवल कमेटी के स्थान पर इस बिल के माध्यम से तीन सदस्यीय रेगुलेटरी बाडी स्थापित करना चाहती है जो सभी प्रकार के जेनेटिक उत्पाद के व्यवसायिक उत्पादन की त्वरित अनुमति दे। त्वरित अनुमति के लिए एकल खिड़की व्यवस्था इसलिए की जा रही है कि पिछले वर्ष के अंतिम चरण में देशभर में बीटी वैगन का जो विरोध सरकार को झेलना पड़ा उससे सदा के लिए छुट्टी मिल जाये और बहुराष्ट्रीय कंपनियों तथा बड़े औद्योगिक घरानों का हित हो, इसीलिए प्रस्तावित बिल में बहुराष्ट्रीय कम्पनियों और बड़े औद्योगिक घरानों को सूचना छिपाने, अनुसंधान के नतीजे में छेड़-छाड़ करने और भोले-भाले नागरिकों को नुकसानदायक उत्पाद पेश करने से रोकने का कोई प्रावधान नहीं है। न ही किसी हादसे के लिए कंपनी को जिम्मेदार ठहराया जा सकता है। स्पष्ट है कि यह बिल बड़ी कृषि-उद्योग कंपनियों के हित में और उनका मुनाफा बढ़ाने के उद्देश्य से लाया गया है। यह बिल प्रकृति, मनुष्य समाज, जैवविविधता, पर्यावरण, स्वास्थ्य, कृषि एवं कृषक विरोधी है। इस बिल में व्यवस्था है-

1. इस बिल के सेक्सन 61, 62 में कहा गया है कि जी एम उत्पादों के कारण कोई हादसा होने पर कंपनी जिम्मेदार नहीं होगी।

2. इसके सेक्सन 63 के चैप्टर 13 में लिखा है, ‘जो व्यक्ति बिना साक्ष्यों या वैज्ञानिक रेकार्ड के जनता को उत्पादों की सुरक्षा के बारे में गुमराह करेगा उसे कम से कम 6 माह और अधिक से अधिक एक वर्ष की कैद या दो लाख रुपये तक अर्थदण्ड या दोनों सजायें सुनाई जा सकती हैं।

3. इस बिल के आर्टिकल 27 (1) के अनुसार जीएम उत्पादों के शोध, अनुमोदन और विज्ञान के विषय में जानकारी प्राप्त करना भी सूचना के अधिकार के दायरे से बाहर किया गया है।

4. इसका सेक्सन 81 सूचना के अधिकार अधिनियम 2005 के प्रावधानों का उल्लंघन करता है।

5. इस बिल में व्यवस्था है कि बी. आर. आई अपनी खुद का पुनर्विचार संबंधी ट्रिब्यूनल गठित करेगा जो बायो प्रौद्योगिकी संबंधी किसी भी मामले की सुनवाई करेगा किसी भी विवाद की स्थिति में याचिकाकर्ता केवल सर्वोच्च न्यायालय में ही अपील कर सकता है।

विधेयक के उपरोक्त नियमों से स्पष्ट है कि यह विधेयक मानवाधिकार का हनन करने वाला है।

कृषि एवं स्वास्थ्य राज्यों का विषय है। चोर दरवाजे से कृषि एवं स्वास्थ्य का अधिकार यह राज्यों से छिनने वाला है। इसमें राज्यों का एक भी प्रतिनिधि रखने की व्यवस्था नहीं है। यह अपने सेक्सन (2) के द्वारा राज्यों के अधिकार का हनन कर रहा है। यह विधेयक राज्यों के संवैधानिक अधिकारों पर कुठाराघात करते हुए देश के संघीय व्यवस्था को छिन्न-भिन्न करने वाला है।

अतः भारतीय किसान संघ की यह- अखिल भारतीय प्रबन्ध समिति देश के सभी सांसदों, राज्य सरकारों, बुद्धिजीवियों एवं जनता से निवेदन करती है कि इस विधेयक का संसद के अन्दर एवं बाहर कड़ा विरोध करें। प्रबन्ध समिति भारत सरकार से मांग करती है कि लोकतंत्र, मानवाधिकार एवं नागरिक अधिकार विरोधी यह बिल वापस ले तथा इसके स्थान पर बायोटेक्नोलोजी सेफ्टी अथार्टी बिल संसद में पेश करके पारित करायें।

यदि दुर्भाग्य से बी. आर. ए. आई. बिल संसद में परित होता है तो इसके विरोध में जो जनआन्दोलन प्रस्फुटित होगा तो उसके लिए भारत सरकार उत्तरदायी होगी। भारतीय किसान संघ देश की जनता को साथ लेकर इस विधेयक के विरोध में संवैधानिक व्यवस्था के अंतर्गत किसी भी हद तक आन्दोलन करेगा।

Don’t legalise food colonialism and slavery of seed sovereignty through BRAI.

Government of BHARAT is now with a bill in the form of the Biotechnology Regulatory Authority of India (BRAI)Bill, 2009.Government wants to set up BRAI, in place of the Genetic Engineering Approvals Committee (GEAC), a three-member regulatory body that will act as single-window clearing house for all GM [Genetically Modified] crops and their commercial applications.

With the processing of such applications as its primary mandate, the Bill is scheduled to be introduced and passed in Parliament this year. Government is in quick haste to pass the bill, particularly after the compelled moratorium on BT brinjal early this year. Introduction of BT brinjal faced stiff opposition from all quarters; from farming community to scientists, from intellectuals to health advisers, from social workers to religious leaders, from economists to environmentalists, from political outfits to almost all brinjal growing state governments.

Still, why UPA government at centre wants a legal pass for this anti nature, anti social, anti bio diversity, anti ecology, anti farmer, pro-health disaster, and pro MNC bill [BRAI] anyway, is a big question. As if there is a heavy pressure of unknown quarters either from inside and out side our country, ignoring the basic premise for biotech regulation, to pass this bill. Anybody can assume that this is nothing but a “scientific tyranny “or a terrorism of unsocial science regulated by some MNCs and favoured by few political bosses of today’s central Govt.

Biotechnology Regulatory Authority Bill (BRAB) of 2009 drafted by the department of bio-technology under the Ministry of Science and Technology. It extends to the whole of India.

But if anybody goes through this BRAI bill, he/she can well understand that this is nothing but a sugar coated poisonous tablet. Cunningly the GM nexus is working against the sustainability of the human race and for mass extermination of human population and the nature. Even the proposed Bill does not have any provision to punish corporate house and/or people who conceal information of adverse effects of genetically modified organisms and food. Planning Commission’s Task Force on Biodiversity and Genetically Modified Organisms (GMOs) for the 11th Plan says the problem with this regulatory system is that “it lacks technical competence, transparency and stringency” and this new Bill does nothing to set right these shortcomings. Even environment minister Jairam Ramesh also opposed the idea of setting up a biotech regulatory under the proposed bill calling it “deeply flawed” and “anti-democratic”. Anybody can say -it is evident that this is a game by MNCs and the notorious caucus group only to control the world by controlling the entire food chain and patent all life forms, so as to help them consolidate their position and have dominance.

This authority is three member weak body with short term of 3 years and reappointment provision.

There will be representation of State Governments, any farmers representation, consumers or public interest groups. There will be No bar on subsequent employment of these members [like the Human Rights commission].

The Advisory body of this authority and scientific bodies can have endless members from PRIVATE sector. In-fact all members can be from Private Companies.

Section 61 and 62 so drafted that – Nobody can ever be penalized for any violations. Again Chapter 13 section 63 of the draft bill says, “Whoever, without any evidence or scientific record misleads the public about the safety of the organisms and products…shall be punished with imprisonment for a term that shall not be less than six months but which may extend to one year and with fine which may extend to two lakh rupees or with both.There is also no provision for penalty for concealment of information and for concealment or misrepresentation about safety of GE products. No Offences are cognizable in this draft. In a Nut Shell – No body would ever be punished for pushing the human race to death, disease and devastation.

The layout and provisions of the structure clearly shows that BRAI is not going to be a regulatory authority but an approval agency. It is equally undemocratic and violative of our Constitution that states have been kept out of the regulatory process although agriculture and health, for that matter - is a state subject.[ as in Article 246 of Constitution LIST II of 7 th Schedule Item 14: Agriculture, including agricultural education and research, protection against pests and prevention of plant diseases.]

Seriously it is so unconstitutional that - Section 2of this draft says- It is hereby declared that it is expedient in the public interest that the Union should take under its control the regulation of organisms, products and processes of modern biotechnology industry. That means It will override all laws made by the STATE Government and will gain exclusive control over item specified in list II of VII th Schedule without actually going in for an amendment. Also it will encroach into Environment Protection Act1986.

Finally you can’t get any information about all these through right to information act. What a fascist idea.

When these GM products will be marketed there will be no Post-marketing surveillance and monitoring of these products with proven evidences of their harmful effects of these products – nobody will be held responsible for that, nobody can recall the product, and nobody can revoke the approval of these products also. Where is the regulation and where is the regulatory body then? By all these analysis one can say that this Biotechnology Regulatory Authority of India Bill is an assessment of how we all Bharatiyas (and all our future generations) are being put up as bonded. The ultimate result by implementing this bill will be-The MNCs will get royalty and commission every time you feel hungry and every bite of food you take. The diseases caused by the GE products would be treated only by the GE medicines they will have. So by adopting this bill we will be pushed towards a permanent slavery and disaster. The bottom line of our national agricultural biotechnology policy should be the economic well-being of farm families, food security of the nation, health security of the consumer, protection of the environment and the security of our national and international trade in farm commodities, out of which no purpose will be fulfilled by this bill.

This biotech bill will misguide the country by a decision of only 3 technocrats, make approval of unsafe GM food; overrule the citizen’s right to know, kill the consumer right to choose by refusing labeling and pushing the country into a treadmill of GM foods and jeopardise food security and sovereignty.

So Bharatiya Kisan Sangha Prabandha Samiti appeals to all the MPs and the people to oppose this antinational draconian BRAI bill inside and outside the parliament respectively and to all the state governments to oppose this bill to restore their constitutional rights.

Finally BHARATIYA KISHAN SANHGA proposes to our central Govt. to scrap this BRAI Bill totally and bring a judicious Biotech Safety Authority Bill in it’s place for the betterment of our vast population or else for restoring our nations fundamental rights, freedom of speech, human right provisions, democracy and sovereignty of our country Bharatiya Kisan Sangha will agitate to any extent as when and where it will think and feel appropriate.

This could not have come at a worse time for the West Bengal government. The state’s Left Front government, which is known for its pro-farmer land reforms, has been left shame-faced by recent statistics on farmer suicides.

The National Crime Records Bureau (NCRB) records put Bengal sixth among states with the highest number of farmer suicides in recent years.

According to the NCRB, 3,537 farmers killed themselves in the state in the three years between 2001 and 2007 for which records are available. Only Maharashtra, Karnataka, Andhra Pradesh, Chhattishgarh and Madhya Pradesh have a worse record.

“In 2007 alone, 1,102 farmers committed suicide. Of these, 878 were male and 224 were female,” an NCRB official said. “The figure was 1,189 in 2006 while the highest number of 1,246 farmer suicides in the state took place in 2001.”

The farmers say the figures are hardly surprising as the Left only pays lip service to the cause of the poor.

“They may make tall claims, but the fact is that farmers are taking their lives forced by the policies of the state government,” Ajit Kumar Barik of the Bharatiya Kisan Sangh (BKS) said.

“Most of those who have committed suicide in Bengal were potato farmers,” Barik said. The absence of a government support price for the potato farmers has made the situation precarious for the poor farmers, he added.

“The state is the largest producer of potato in the country, but there is no support price for the farmers,” Barik claimed.

Most of the produce comes from Howrah and Hoogli districts. The wholesalers who buy potato from the farmers artificially create a situation where the farmers are forced to sell their produce at a low price,” Barik said.

In the last season, farmers from Howrah were pushed to sell potato for Rs 20 per 50 kg. “The state government has not even implemented the Kisan Credit Card properly,” he said.

Barik said small rice growers, too, are facing a difficult situation as the distribution of seeds and fertilisers is not happening properly. Most farmers are being forced to procure the same from the open market, leading to escalation of costs. All these factors are pushing small farmers into the vicious circle of debt which ultimately forces them to commit suicide,” he added.

The farmers’ wing of the CPM, however, rubbished the NCRB report. Tarun Roy of the Paschim Banga Pradeshik Krishak Seva said: “There has been no farmer suicide in West Bengal under the Left rule.” He said there was no truth in the report and it was “published with some vested interest”.

When contacted, the state’s agriculture secretary declined to comment, saying he has assumed charge only recently. “I have taken over recently and don’t know all about it yet. I will take a couple of days to comment on this,” he said.

Bhartiya Kisan Sangh State secretary Darshan Singh Choudhary said that Chief Minister Shivraj Singh Chouhan claims to be son of farmer then why is economic and mental exploitation of farmers done during his tenure. He added that Electricity Board is giving fake electricity bills to farmers without physical verification. Irrigation fields of farmers are being placed in higher slabs.
In the name of inspection of pumps departmental officers and employees state that the irrigation pumps of farmers are of higher horsepower and thus they doing atrocities on farmers economically and mentally. Responsibility of maintenance of transformers lies with Electricity Distribution Company. However, its parts are being replaced from the money of farmers which is against the rules.
Agitation will continue:
Agitation of Bharatiya Kisan Sangh will continue until Government does not put an end to the atrocities done on farmers. This was stated by Kisan Sangh State president Shivkumar Sharma. Sitting on the dais Chandra Vallabh Sharma, Kailash Singh Thakur, Puran Singh Yadav, Sarshan Singh Choudhary and other office-bearers addressed the farmers. Kishan Sangh secretary Darshan Singh cited example of the bribe taken Tehsildar from a farmer recently. Farmer of Udaypura was given fake electricity bill by Electricity Board amounting to Rs 93000 although transformer of that place is dysfunctional from many years.

Demands of Bhartiya Kisan Sangh
-At least 18 hour power supply should be ensured in rural areas
-Transformers installed under self-financed scheme should be restarted with 5 per cent supervision fees
-Those farmers who want to install transformers on their own expenses they should be given transformers with 50 per cent grant
-Transformer banks should be established at divisional level so that burnt transformers could be replaced immediately
-It should be ensured that burnt transformers are replaced in three days
-Distance between LB Line poles should be 200 feet
-Use of triple eight conductors should be completely stopped in line extension
-Capacity of electricity sub centers getting overloaded should be increased

-Capacity of transformers in rural areas should be increased
-Expansion of 11 and 33 KV lines should be done
-Dates should be fixed for holding problem solving camps at all the divisional offices
-Criterion of not giving less than 5 HP connection should be scrapped and permanent and temporary connections should be given on pumps of every HP
-Fertile land of farmers which is useful for agriculture should not be acquired
